So I got DOS 5.0 boot floppy + Win 3.1 files from mini.cab on a Win98 CD + I deleted TTF font files (too large) + added shell.dll, commdlg.dll and progman.exe from a real Win 3.1 disk. View image here: - And I had to modify default system.ini from mini.cab to change the shell from Win98 setup program to progman.exe. I had to add device=himem.sys to DOS 5.0's config.sys, for extended memory support. The bloody thing works! I managed to get shell.dll, commdlg.dll and progman.exe from Win 3.1, and when added to mini.cab's content it actually booted Win 3.1! - View image here:.

So I copied progman from another Win95 CAB file to my floppy (DOS 5.0 plus the content of mini.cab plus himem.sys). Or 3.x notepad, I noticed it on your screenshot. I've changed "shell=" in system.ini to point to progman instead of setup.exe, but there's no progman.exe in that CAB file! No 3.x file explorer either.
